Resolved Question: good gpa, bad sat, question about a college program. help!?

I scored a 1150 on my SAT for all three sections, but i have a 3.1 GPA. Im in the Army National Guard and i want to do ROTC during college, but im afraid i wont get accepted to college. Im interested in IPFW (Indiana University-Purdue University of Fort Wayne), and they have a 96% acceptance rate. Do i still have a shot at getting in for criminal justice? Also, they have a thing called an Exploratory Program for students not meeting the admissions requirements. You have to have a 2.0 gpa and 1130 on SAT. I barely made the SAT, but am well above the gpa. Should i apply for regular admissions or exploratory program? Im so confused and concerned! Im not a great standardized test taker, but do well in school!
